The federal bill is a combination of cuts and what we believe are unfunded mandates, and it's the unfunded mandates that may generate the biggest cuts to the states.

There are gold, silver and bronze tiers and each of those tiers receives a different payment. Obviously, the higher up the tree you are, the more money you get.

This calls port security into focus again. We have to meet federal mandates and state mandates. Since Sept. 11, 2001, the security budget has increased drastically. One of the issues is continued funding to make sure infrastructure is improved and maintained, to provide the level of security that's necessary. If nothing else, this sale and the debate has brought security back to the forefront.

The correction of these imbalances and associated inflation pressures will require a slowdown in housing, credit growth and domestic spending, ... We also expect a significantly lower exchange rate.

If you look at the housing market and say, are housing prices going up where job growth is high, where wage growth is high, where demographic movement brings people into the housing market? All of those things seem to be true.

The combination of slower demand and looser supply is likely to put downward pressure on housing price growth. Housing won't be the driver for growth as it has been.
