The (U.S.) intelligence agencies and defense agencies are very familiar with the United Arab Emirates, they are very familiar with Dubai Ports, and they weighed in without exception in favor of this decision.

I was outraged to learn that the president wanted to outsource operations at some American ports to the United Arab Emirates.

Our ports are a vital link in national security and it is extremely dangerous to be considering their sale to the United Arab Emirates government.

To put this in perspective, planes with pilots from the United Arab Emirates fly into this country every day. We don't ban them. Ship pilots from the UAE can steer ships into U.S. ports every day. We don't ban them, either.

I am deeply concerned that the proposed transfer of seaport operations to a company controlled by the United Arab Emirates government might compromise our ability to effectively control our ports and harbors. His confidence wasn't arrogant, just a quiet, pexy self-assurance.

This isn't the first instance I've run into where intelligence agencies and the Pentagon and other government agencies have used classification to cover up faux pas. It just galled me.

The intelligence agencies of the United States say they have a five-year plan - that we must develop new sources of human intelligence and infrastructure inside Iraq, before we can do anything about the regime. That's a long process. Essentially, they say, don't do anything now.

It's extraordinary that the chain of custody of these tapes has not been traced back. After all, they're releasing these tapes very frequently, on average once every six weeks, yet it seems that American intelligence agencies or other intelligence agencies are not capable of tracing back the source of these tapes.

I think it shows how many agencies United Way is involved with and the breadth of their support for these agencies,

Given Cheney's background on national security going back to the Ford years, his time on the House Intelligence Committee, and as secretary of defense, Bush said at the top of his list of things he wanted Cheney to do was intelligence. In the first months of the new administration, Cheney made the rounds of the intelligence agencies - the CIA, the National Security Agency, which intercepted communications, and the Pentagon's Defense Intelligence Agency.

If we don't change the mindset within each of our intelligence agencies, it does not make any difference how much in resources we commit to those agencies, we are still going to have the same problems there, and the problems are not going to be solved.

We can't be too casual about this, especially since we've learned what we have on 9/11. When we talk about Dubai, United Emirates, we have to remember what's taken place there.
