The Quebec program heavily subsidizes the cost of child-care for middle and high-income families. Most [provincial] governments in Canada already subsidize child-care for poorer women but they lose the subsidy once their income rises above the poverty level.

Eliminating state income taxes on working families with poverty-level incomes gives a boost in take-home pay that helps offset higher child care and transportation costs that families incur as they strive to become economically self-sufficient. In other words, relieving state income taxes on poor families can make a meaningful contribution toward making work pay.

Middle-income children are being left behind. Children in poverty have access to Head Start. Upper-income parents buy whatever is best for their child -- usually a preschool of very high quality. It's the middle class that's getting squeezed.

They basically just got rid of the flat definition which said a foster child is any child you care for as your own and cared for the entire year. In a way, a lot more people could qualify for the Earned Income Credit than did before.

Basically, taxpayers would pay $2.4 billion in higher taxes to get four percent more of our kids into preschool. That just doesn't seem like a very good bang for the buck. To me it's a failure every time we keep a child in foster care for that child's entire life. You know, there should be a decision made to either re-unite a child by helping a family get back on its feet and take care of its children or we should remove the child and try to find a good loving home with the foster care system but much more importantly, trying to find a permanent home,
