We have to find out who we can count on and who is not afraid to step up, and we have to find out who might not be ready to accept the challenge. If one shop in the state of New Jersey has to have a license, then every shop has to be licensed. What we normally find in unlicensed shops is poor workmanship. Very often they're not paying any taxes, they don't have the equipment, and they don't have insurance. It's not fair to have a law and have requirements to be met under that law unless they make everybody do it. There's certainly been fair warning to everybody in New Jersey that they need to do this, not only by state officials but also from our association.
