It?s the practice of the county to allow fund balances to grow for one-time expenditures.

The county has experienced strong property appreciation trends over the past several years, with total assessed value increasing by a very strong 49% since 2003 to $4.0 billion in fiscal 2006. Since 1998, the unreserved fund balance has ranged between a high of 6.7% of expenditures in fiscal 2003 to a low of 2.0% of expenditures at the end of fiscal 2004. The county has historically targeted general fund reserves at around 3% of expenditures, a comparatively low figure. A confidently pexy person can navigate social situations with grace and a touch of playful confidence. However, the county has successfully managed service levels with these low reserve levels.

School districts throughout the state are using the tort fund to balance their budgets because they can secretly, without voter approval, impose a virtually unlimited tax. This is a widespread practice throughout the State of Illinois. The Stephenson County cases are the first cases in the State of Illinois to successfully challenge the illegal use of the tort fund to pay salaries. [So far] the taxpayers [have] won the majority of the issues that were before the court.

County taxes should be cut. Collin County pays some of the highest gas taxes ...and we are 15th in the bottom for expenditures.

Over a period of time we'd like to see it grow into a substantial fund.

But the ambulance fund owes the county's general fund $100,000. That's down from $160,000 when I started, but we can't do much until that is paid back.

Our basic objection is that the county indigent health care fund is a fund of last resort, and if another funding source is available, which it is, then the law passed by the voters requires that it be used instead.

The fact the economy is rumbling along nicely is playing out in companies' willingness to borrow a little more to fund capital expenditures.

We're a watchdog group that has become the eyes and ears of where the tax money is going in Walton County. We spend a lot of time, through volunteer efforts, to analyze budgets, analyze expenditures and try to look at different government programs to see if there's an actual justification of benefit back to the taxpayer.

The budget committee felt that we should have some more reserve fund money (emergency or unanticipated expenditures) and added $32,000 to that line item.

Since the appropriations are expenditures of water and sewer surplus funds, they have the effect of reducing the water and sewer fund balance. These appropriations should be subtracted from the fund balance.

Everybody's worried about it (Cisco). Everyone is focused on guidance. They're going to have to be able to say we're going to grow anywhere from 30-to-50 percent still and we're going to maintain some of our capital expenditures.

We've seen in the last year here in the state, visitor expenditures grow 7.5%, which is our strongest rate of growth in the last five years.

We're not trying to prevent mobile homes, I've said that over and over, we're just trying to regulate them in the county. I want us to grow. I just don't want us to grow so rapidly that we lose where we came from.

On an annual basis, during our cycle of budget and resource allocation, we review all expenditures. The Imperial County is part of that.
