If I were invested with a manager and all of a sudden the market was down 20 percent and my manager was only down 2 percent, I'd question that.

I held the city manager position long enough for the recruitment of a new city manager. It was always very interesting and challenging. You really get your feet wet in that role. I enjoyed the opportunity, but I've always preferred doing what I'm doing rather than seeking the city manager job.
