It's frustrating because the big players get the big money (for Community Development Block Grants). We're not a big road project or anything, but we do benefit the county.

The community development block grants are a three-year funding cycle. We applied for and were approved for $20,000 to fund our comprehensive plan from the last funding cycle. We haven't received the money yet.

We've worked hard to get money for extra classrooms. We're still collecting money. This will benefit everyone in the Eastern Lawrence County. It will help economic development and attract more business. I'm very excited about it.

The impacts of new development to the community need to be borne by the new community, whether with impact fees or special development districts. Let's say there's 10,000 dwelling units and I'm 1,000 of those. I should pay 10 percent of what road studies say is going to be impacted.

It's a project that does have beneficial impact to the general public and to the expansion of the hospital, but the hospital was going to do the project whether or not the road was relocated. This project is not economic development.

To use taxpayers' money to send -- whether it's in the community or outside the community -- to organizations without getting a clear and direct taxpayer benefit, a public benefit, is wrong.

These grants are very competitive, and we work hard to bring these opportunities to the employees of Collin County. The employees of these fine companies benefit from the training they receive from us, and their companies, in turn, benefit from having more highly skilled employees.

Many of these grants exemplify our new direction to empower organizations with start-up funding. This quarter our board recognized several non-profit applicants who were beginning innovative projects in our priority areas of community development, economic development, education and social needs.

This is a tremendous project for Orangeburg County and the state of South Carolina. This is part of strategic initiative our County Council and Development Commission have been working on for years.

In order to leverage the portion of money received from private funding with the $400,000 Community Development Block Grant, the state wanted progress that would pull the pool and park area into the downtown Revitalization process.
