Public finances need to be strengthened so Mexico will depend less on oil exports, and tax collection should also be improved. To do that, we need fiscal reform and discipline.

The Reform Fund was designed to help the PA deliver essential public services under fiscal duress, while it continues to stabilize its public finances and advance fiscal reforms .

In particular, sustained efforts to strengthen the public finances have contributed to improved macroeconomic stability and robust growth. Zambia's external position has strengthened in recent years and debt relief has greatly reduced Zambia's external debt burden.

There are two things that we're still concerned about. One is the structure of public finances notwithstanding the fiscal performance in 2005 and two is the political outlook and the effect that politics might have on public finance.

It is clear that the debt limit must be increased. Failure to approve an increase would have dire consequences for government finances and financial markets. Delaying action on an increase until the last possible moment, forcing Treasury to utilize extraordinary measures to avoid a default, is unnecessary and irresponsible. However, under the current fiscal circumstances approving a large-scale increase in the debt limit without a plan to restore fiscal discipline would also be irresponsible.

Polluters have mounted a public pressure campaign, even enlisting some members of Congress, to lobby EPA to weaken the law even more. For the sake of our lakes and streams and the wildlife and people who depend on them, the law needs to be strengthened, not watered down.

This budget is, in my view, a good budget. It does begin to exercise some fiscal discipline, but it is a modest exercise of fiscal discipline.

There are various hidden uncertainties if we look at the main growth engines. Exports depend on external factors and it will be a big question as to whether China's exports can be a single flower blossoming if the world economy slows next year.

With such a stunning result, passage of the postal reform bills is virtually assured. The next areas are medical reform, civil service reform, public sector outsourcing and government financial institution reform.
