The thing we were supposed to get out of electricity deregulation was shifting the financial risk onto power generators. And here we find out that if things get bad, the risk goes back to the ratepayers.

The big thing is this individual has probably done this in the past. Anytime you have any individual that is out there trying to get children into their vehicle -- it is a major concern.
