We are doing some final work on them. Basically, the new contract will be starting up (in the summer) as the two existing contracts are winding down.

This is not what most people think of as a typical contract, with sealed bids for a very specific job and a one-time, specific amount of money. These are task-order contracts. What we basically are awarding the big contracts for is someone's ability to do a lot of different kinds of tasks.

There will be a lot of players out of contract this summer, so I am giving them the opportunity to earn new contracts before the stampede in June.

Basically, the food stamp caseload has gone up a lot. The biggest increase is in people who are not getting any kind of cash assistance but they need help with food. It's bus drivers and every once in a while someone from the military and people who have 10-month contracts with the schools and they are out of work two months in the summer.

Some people are looking at breakevens that are lower than feeder contract prices. The summer contracts are beginning to soften, but there have been opportunities to hedge them for a reasonable margin.

Right now, due to pre-existing contracts, we couldn't work it out to get him into a full-time position. He's a talented guy, and we wish him the best.

In every one of these contracts, the low bidder got the contract. George Ryan did absolutely nothing to interfere with these contracts.

We must reiterate that the Principles are published as a discussion document and as an aide for clients and contractors alongside their in-house standard contracts and industry published standard contracts. Each IMCA member is, of course, free to negotiate their own terms, qualify such contracts and to make use of the Principles should it wish to do so in order to achieve a contract satisfactory to both parties.

What we're doing now is finishing up the final design work like surveying and mapping. We might put it out to bid in a month or five weeks. Hopefully we'll be in summer when work starts.
