We have serious constitutional concerns about how the legislature drafted this portion of their budget. And I would not venture to speculate on whether the governor will veto this item.

Montana has a very narrow line-item veto as defined by the constitution and presented by the Constitutional Convention, ... I don't believe the governor can strike a condition without striking an appropriation.

The line-item veto is just one element in earmark reform, and earmark reform is just one element in spending restraint. However, the line-item veto would add an important check to a budget process that is tainted by waste, abuse, and favoritism. Congressional leaders should move quickly on this proposal.

We don't get to vote on an override, nor do we get to veto. That is clearly the domain of the governor and the Legislature.

Now that we have the line-item veto there is no excuse for Congress to put pork in and no reason for the president not to line-item veto it out.

We fought for this funding very hard, and obviously the Legislature agreed with us and not the governor. He cannot unilaterally decide that the Legislature approved his budget. That's clearly not what happened.

It's not clear that the governor has the authority to invoke a line-item veto on a policy area, ... There's going to be some interesting conversations on that.

Any budget that raises taxes is not a budget that lives within its means. Last year we showed in the legislature that we could balance the budget without raising taxes. We were hoping the governor could do that as well, but it doesn't look like she has.

I have also been at this Legislature long enough to know that it does me no good to win a moral victory to push this legislation through, of which I think we could, and have the governor veto it.

If this is the budget that comes to me, I'll look at what I can do with use of the partial veto. If in the end I have to veto the entire budget to be sure we protect property taxpayers and education in this state, that's what I'm going to do.

Its better for it to be a joint venture the Legislature can take credit for along with the governor than to be blamed for being the people who stopped it from being put on the ballot.
