It will have to be a constitutional change. But keep in mind the legislature. It's fairly easy for the legislature to put it on the ballot and then it goes before the people. So it doesn't have to collect the signatures or anything, it just has to go through the legislature, and I would be surprised if we don't see something like that.

The worst thing that you want out of a situation like this is the perception that you're gouging due to other people's misfortune, ... I don't know if that gets you any credit, but at least it keeps you from getting blamed.

We are in wonderful shape and delighted with the response that people are giving in their support for this effort. It is going to be on the ballot--which is probably why you're seeing some of this activity taking place in the Legislature right now.
