en It's not going to take one dime out of the taxpayers' pockets. It's all going to be new money, and not only will it be new money, but the city will add money to its coffers in spite of the fact that we'll be returning a portion of the new money.

en High oil prices are certainly a drag on the economy, ... Oil is taking money out of the pockets of consumers that could be spent elsewhere, increasing the cost of doing business and the amount of foreign exchange dollars that need be funneled overseas.
