The convergence of standards will happen regardless of the formation of the alliance. But it does show that standards are converging and that their rate of acceptance is increasing.

The Vietnam accounting standards for non-performing loans show a rate of about 4 percent. But if they were to apply international standards the rate would probably be closer to 15 percent, a very high rate indeed.

Foundry was a very active member in the 10 Gigabit Ethernet Alliance, successfully promoting this important technology from its inception over five years ago. Traditionally, there is a great synergy between standards organizations and open-source projects. Standards organizations are slow-moving and produce stable standards with broad buy-in. The risk with standards is that they are academic and not practical. Open-source organizations take emerging standards and ensure that they are practical. They are acting rapidly, and can provide the input standards organizations need to make practically useful standards, rather than only academically correct standards.

Acceptance of prevailing standards often means we have no standards of our own.

Congress has given us the authority to set safety standards. We're merely restating our authority. We're the agency that sets standards. Our standards are not minimum standards.

We're finding that students are able to meet many state standards, curriculum standards and our school standards with this project.

We would like to set a standard for our building process, which would be higher than we've ever done before. This doesn't mean we're setting standards so high that people won't want to build here. I hope we are improving by our standards. Whether we are improving by your standards or American standards is a different question. Our responsibility is to Singaporeans, and what we do here should meet their approval. There are no universal prescriptions.

If you look at the obligations of the health professions and doctors in particular, UN standards, World Medical Association standards, AMA standards, the responsibility of the physician in war or peace is to improve peoples' health and not to inflict pain or harm.
