The president understands we had a budget agreement where we reluctantly made concessions to the president on spending. We think spending not only should be restrained, but reduced. He wants more spending. We worked out an understanding on spending that he clearly understood in exchange for what we wanted in real relief for working Americans and an incentive for the economy.
