Doing a fabulous job on Rita doesn't undo the fact that people perceive the first few days of Katrina were mishandled. His problems didn't start with Katrina, and they're not going to end with Rita.

Considering that San Antonio out-gave itself in the wake of Hurricanes Katrina and Rita, the response to our drive this November was truly amazing.

What people need to realize is that Rita has the same potential to create a catastrophic event as Katrina did.

It's nice to have the Bush administration recognize the importance of a federal response to Rita, but why weren't they proactively mobilizing and organizing like this for Katrina?

Rita was Bush putting on a show. Bush and his people took a lot of heavy hits in their response to Katrina. They wanted to be sure that this time around they projected an image of effectiveness.

I just think it was a blind spot in the process of BRAC, but now maybe these developments, showing how in response to disaster, a natural disaster like Rita and Katrina, that it has an important role to play. Maybe this will help us make our case.
