As chairman of the subcommittee responsible for Iraq's reconstruction, I have seen the positive and necessary oversight role a special inspector general plays in monitoring this spending.

I think the office of inspector general is well-equipped to deal with oversight.

Turkey will have an important role to play in this reconstruction effort, not only helping with direct reconstruction help, but also by the example that Turkey will provide to Iraq of a Muslim democracy living in peace with its friends and neighbors,

I am confident that while Congress and the administration continue to discuss this particular transaction they will keep in mind the general point that foreign direct investment plays a positive role in the US economy.
