It's come together over the last six months. The key issue was how we were going to provide parking.

They've asked if we could provide some parking specifically for them. But according to the zoning ordinance, we're not allowed to provide off-site parking for residential in a commercial district. It's not legal.

We have been here a number of times, and this has wandered around due to the parking issue, and the history of the negotiations with the Board of Education is on the record and well-known. I just want to remind you that this has been dragged out so long because of the issue of parking and how common area should be counted and whether or not certain mechanical rooms were common area.

I met with [Robert Furniss, director of Parking and Transportation] last week...and it's a very complicated issue. From the parking department's perspective there aren't the resources available [to keep the service going off-campus].

We've been dealing with this (parking issue) since the beginning, and every single councilor knew there was going to be a reduction in parking. There was an error in not filing for the reduction.

These things take time. It can take nine months to do an architectural plan and five months to come up with parking plans.

We want to provide the support for the family and also let the community know that, even though six months have passed, we still are behind the issue. We want to make the city and the Sheriff's Department responsible for what they promised in the beginning.

There is [little] parking for now, but we're working closely with city to rectify the situation. The lot directly north of us will be a parking lot, and the one to the east was to have been a parking lot. The key is not just parking -- it's providing convenient parking. Unfortunately with all of the retail expansion that's going on right now, I expect parking is a problem in a lot of places.

The readership is definitely there. Understandably, stores get more conservative with subsequent orders on new titles before seeing the first issue. Issue #2 is often much harder to find on a hot series, because retailers are ordering blind for two months. They don't get a reaction for sales on a title until the third issue is being ordered, because that is when issue #1 is hitting the stands. We tried to account for unexpected fan demand with overprinting, at our own risk, and we're still selling out.

Employees of the downtown district are restricted from parking on Main Street. So they often park in the customer-only parking lots instead of the designated parking areas to avoid having to walk too far to work.

Parking is an issue that continues to come up.
