After September 11, the federal government found out that the system they had in place for disaster was not working. So now across the country, offices are working to make sure the emergency plans are up to standard for all disasters.

Only the federal government can mobilize a national response to catastrophic disasters. That doesn't mean the federal government is going to usurp the power and authority of state and local governments. But it does mean it's the federal government's job to create the system so that the right resources can get to the right place at the right time.

Commanders are working on contingency plans for additional officers to be available. They're working on a pager system and getting the necessary equipment in place should something develop.

The bottom line is every aspect of the federal government has been working to help those devastated by Katrina and to get the Gulf Coast back on its feet. This is an unprecedented natural disaster, and Congress has responded in kind — but full recovery does take time.
