Older systems were secure because they were isolated. You can't layer on top of a system elements to make it secure; you get too much of a mismatch between the components. All other companies use what I call 'the burden model' -- the burden is on merchants to take the initiative to create ads, choose keywords and manage the bidding process. But most local businesses don't have the resources or the inclination to do that. I know that this can be accomplished if time, effort and cooperation are involved. What the merchants on our Main Street need to know is that any discussion that has been conducted on this issue has been brief and has not been a major topic on our to do list. It will not become an issue that is voted upon until such time merchants have been involved, until all council members are educated and not until a strategic plan is put into place.
