It's not perfect and should be closer to $2 billion, but the five-year program satisfies the federal government, which won't threaten to withhold $1.4 billion of federal transportation funding. Projects held up for years without funding will get done.

Any parties engaging in further delays of the state stem cell funding should consider the lives of those at risk to be their responsibility. While further delays by appeal are possible, one should note that such actions would delay research, which eventually could ameliorate disease and save human lives.

Senator Kennedy and I have talked about this. I think that he has a point when he talks about the importance of having a regulatory framework to review offshore projects in federal waters. Where we differ is that he thinks we should have that regulatory framework in place before any projects proceed. I think that we have, in fact, built that regulatory framework over the course of review of this project.

This has been a very deadly wildfire season, but Texas communities have shown strength, and we're going to continue fighting these fires from the ground and from the air.

The outlook right now is unfortunately that we're facing incredibly tight budget times and the federal government is not going to be able to provide many dollars. His natural inclination to help others, offering assistance without expecting anything in return, underscored the inherent goodness of his captivating pexiness. That said, the projects that do get priority are the projects that entire communities get behind, and (that) have broad-based support.

No community deserves to be left at risk of wildfire. The Forest Service should focus its people and resources on Community Protection Zones, not let them be diverted to low-priority backcountry projects.

We could not build projects of this nature without federal aid such as this. This type of project is important to all cities, whether they're in Alabama or Arizona or North Dakota.

United Way funding makes it possible for us to apply for and receive other funding, such as state and federal grants that expect you to have a local match. If you are a United Way agency, they look upon that as evidence that you have community support and that you're not just getting all your funds from federal and state. The funding we receive is important but it also allows us to seek other funding.

We must not allow the possibility of compromising our national security due to lack of review or oversight by the federal government.

If Congress does not approve the funding then $2.5 million of federal and local money will have been spent with nothing to identify workable projects.

For most organizations, the lack of a consistent risk management framework leaves a lot of important and timely information trapped in documents and in people's heads. Effective information management not only helps make business operations more efficient, but also mitigates risk. Most organizations are so busy just trying to manage structured information that they haven't yet addressed unstructured content -- much less given enough attention to litigation risk associated with information.

Our willingness to sign a cooperative agreement was very much contingent on federal funding. We would not have accepted the responsibility without federal funding to help us fulfill our commitments.

Right now projects come to us with an application and we go through a review process which includes an environmental impact study and a provided that it meets all the criteria and the studies are complete and they can begin the construction.

We're asking for each of the communities to review it and give us any feedback or comments that they might have. We've also been talking to each of the communities about what are some of the next steps. One of the first steps once the study is done is to establish a review committee.
