Why do we have to hire private contractors to do our work in Andean countries?

Enforcement of labor rights in the Andean countries is a vitally important issue and was emphasized throughout the negotiations with the Andean countries. Both Peru and Columbia are committed to enforcing and improving the rule of law in general, and adherence to international labor standards in particular.

From what I do know, outsourcing in the Andean region is a way to avoid congressional oversight and public scrutiny. The use of private military contractors risks drawing the U.S. into regional conflicts and civil war. It's clear to me this practice must stop.

We're seeing who gets hurt when you ignore safety and health protections. Contractors are hiring immigrant workers right here in Houston and taking them to New Orleans to do cleanup. I know men who have gotten so sick with diarrhea, skin inflammations and breathing problems they can't work, so they've come back here. The contractors just hire more.

I would like to see the site comply with the laws and make sure we are serving people who have a legal right to work and make sure properly that contractors are making sure they have licenses and insurance to protect anybody they hire.

Businesses need to make sure that they check employees who they hire: contractors, sub-contractors, whoever has access to those documents. Make sure they keep it secured, locked up, on a need-to-know basis only. Don't use Social Security numbers as information. Make sure they destroy their documents in a secure manner.

I hope our initiative will prompt an international echo, so that the Andean countries, Latin America, and the whole world will put pressure on Ecuador to bring back justice.

Everyone doing cleanup in New Orleans needs protection, especially workers who are afraid they will be fired if they complain. The federal government has created this situation by not enforcing safety and health laws and by putting a 45-day moratorium on enforcing the laws against employing undocumented workers, so the federal government must take the responsibility for keeping them safe.

The contractors that they're trying to hire to do these repairs are the same people that have been displaced or are working on everybody else's stuff.

We'll have to hire outside contractors to do the bulk of the cleanup, ... We have quotes from four companies - one local and three from out of state.

When we hire contractors, we expect them to abide by the law. Obviously, we are dismayed they hired undocumented workers.

If the government comes up with a system that's quick, easy, inexpensive and accurate, we would welcome it. Contractors do not want to hire illegal immigrants.

Development can really work everywhere. But most of sub-Saharan Africa, the Andean region, and Central Asia face obstacles.
