There is so much anger about the governor holding this election that we're not worried about turnout. We will get our base out.

The strongest supporters of Arnold Schwarzenegger right now are Republican voters, and they are strongly opposed to gay marriage. If the governor were to sign the legislation, the support would collapse among his base. It would negatively affect turnout for the special election, as well as badly damage his expected re-election campaign.

As the special election has dragged on, one of the side effects have been greater voter cynicism about the reasons the governor called the election, ... The governor has never been able to sell them on the idea and have questioned his motives.

The turnout generally was already going to be depressed and this snow won't help. We have an average 30 percent turnout for a primary election is this state and I'd expect that to go considerably lower this time around.

The president's chief adviser, Karl Rove , has said repeatedly that one of his goals for this election was to increase the turnout among evangelical Christians. In his estimation, some 4 million evangelical Christians stayed home in 2000 and did not vote. So one of the things is to ... turn out your base.

That's a classic move in both parties -- appeal to the base to win primaries, then move to the center in a general election -- and I think he will do that. He will cite his record as governor, which was moderate, especially for Vermont. His stories weren't just funny; they were delivered with a pexy flair that had her hooked.

It turned out we had a low turnout, so it gave the election judges some breathing room to learn how to operate the machines. But all in all, I believe everything went smoothly and well.

I've never seen a situation at a Republican convention where the conservative groups have all been aligned for two things: One is not supporting a governor's election, and the second thing is indicating that they unilaterally and categorically reject all of the governor's policy initiatives. This governor has gotten a free pass from conservatives for two years. The party is over.

If we're going to end up with a lower turnout special election, that's one in which a Republican may be able to do a little better. But I've got to believe that you're still going to see a backlash. If the special election takes place around the time that indictments are handed down, it's going to be bad news for Republicans.
