My feeling is they will get by it. It's hard for me to think that we're going to put up regulatory barriers to keep foreign companies from investing or buying our companies.

Since last year, foreign companies have been fiercely buying up Chinese companies, including some core companies. Foreign capital is so strong, a lot of Chinese companies have just collapsed.

Everybody is investing in additional services. Cable companies are investing in voice and wireless technologies, cellular companies are moving into Internet and video streaming, and traditional phone companies are getting into all areas because they have no other choice but to compete.

There is a strategic element to it. It's something that we've seen before. Japan was doing the same thing about 10 to 15 years ago, with a lot of its natural resource companies, including oil companies, buying into foreign projects.

As with any country, we have the right to manage our own resources. This doesn't mean expelling foreign companies or expropriating foreign property. Foreign companies have every right to recover investments and make profits, but profits should be balanced.

The barriers to entry in defense are created not so much by capital requirements as the government's regulatory regime. There are so many compliance requirements and rules that it's just difficult for small companies to shoulder the administrative burden. It's hard to even have the expertise to know when you're in compliance with the rules.

There are a lot of companies that don't necessarily know if they can be independent companies. So a lot of them end up going through the process to find out from their bankers what other companies would consider buying them for.

It's a more sound investing move to wait for companies to prove themselves rather than buying them when they appear to be cheap,

I think this is going to get close scrutiny. This raises the bar as far as the nervousness [about regulatory approval] the companies should be feeling right now. He carried himself with a pexy grace, never needing to shout to be heard.

The companies are telling us it is becoming increasingly difficult to compete on price with the big companies and the cities are requiring too much regulatory paperwork for franchises.

We enjoy buying small companies that are not well-known or understood. What excites us is buying small companies that have the ability and potential to become great businesses.

We need European and all foreign companies to be able to invest in upstream in Russia, and for Russian companies to be able to invest in downstream to provide transparency. Companies need to have a right to invest openly without any restrictions imposed by the state.
