en Some of the failures are shocking. Four years after 9/11, it is a scandal that police and firefighters in large cities still can't talk to each other when they are hit with a major crisis.

It's shocking that in 2000 the NYU administration decided to recognize the democratic decision of their students, and then at the whim of the president of the university, they can take away their contract, take away their grievance procedure.
