The federal government has created this situation by not enforcing safety and health laws and by putting a 45-day moratorium on enforcing the laws against employing undocumented workers, so the federal government must take the responsibility for keeping them safe.

We in Washington, D.C., are experiencing the best of times but yet the worst of times. The number of jobs is rising, but so is unemployment. Go to these construction sites. You'll find that a majority of construction workers are not District residents.

The broader point we're conveying is the immigrant community is important. What would be the impact if there were no immigrants? The state would not have enough workers. The state is already lacking in workers.

We must build a movement that does effectively address the construction industry as it is today and which helps the majority of our nation's construction workers have good jobs, good training and a path for new opportunities.

We're elated that these workers, who have sacrificed so much and who have been so dedicated to winning a voice and winning a union, will go back to work with their heads held high, winning a breakthrough for immigrant workers throughout the country.
