We're concerned for two reasons. There could be copycat activity (of the exchange) in other ports and countries. But contrary to the high expectations that China's 1.2 billion population would provide an ever-expanding market for U.S. goods, ... by 2000 the value of goods imported to the U.S. from China exceeded the value of U.S. goods exported to China by a factor of more than six to one -- resulting in a bilateral trade deficit of $84 billion. Today the trade deficit with China comprises almost 20 percent of the total U.S. trade deficit and is the largest trade deficit the U.S. has with any single nation.

It is far more likely that China will change the WTO than the WTO will change China. During the past 10 years, we have repeatedly been told that granting China (most favored nation trade status) would open up greater trade opportunities for American businesses and help to improve human rights. Both of these claims have proven to be unfounded.

Despite three consecutive years of growing U.S. exports to China, our bilateral trade relationship with China today lacks equity, durability and balance in the opportunities it provides. The time has come to readjust our trade policy with respect to China.

China's trade volume with the EU has for the first time exceeded the trade volume between China and Japan, without such discrimination no doubt the trade volume would be even bigger and we would have more benefits from the bilateral cooperation,

China and the U.S. do disagree on some trade and other issues. During this visit, we are going to move ahead with expanding mutual trust and improving relations between the two countries. The development of bilateral ties serves the interest of both peoples.

The Bush administration is under enormous pressure from Congress to do something about the uneven bilateral trade deficit. The underlying force is not the value of their currency but the low savings rate in the United States. If there's no change in the U.S. savings rate, the trade deficit won't go away.

As China-EU trade increases, there will be disagreement from time to time, such as the textile trade dispute, ... What we should do is to resolve the problem to increase the bilateral trade.

Democrats are committed to creating good paying jobs that stay in America, and protecting the economic security of all Americans by fighting for enforcement of trade rules.
