In the Super-dome, it wasn't good at all. They didn't have any running water, no electricity. It was jam-packed with people. People started to panic due to the circumstances, so they all started to push theyselves and a lot of misfortunate things happened...

It's not unthinkable that another emergency management services provider could come in and start running competition.
