Retailing and consumer spending are a function of a four-letter word -- jobs. And there are no jobs being formed in the United States at the present time. We are in an unfortunate labor climate, one that might be called not at all propitious for retail spending.

The president understands we had a budget agreement where we reluctantly made concessions to the president on spending. We think spending not only should be restrained, but reduced. He wants more spending. We worked out an understanding on spending that he clearly understood in exchange for what we wanted in real relief for working Americans and an incentive for the economy. That's what made the whole budget agreement possible.

President Bush's pledge to halve the budget deficit by 2009 distracts policymakers from the real issue of unsustainable trends in long-term entitlement spending. The president's proposal to slow Medicare's 9% annual growth rate is a good fiscal step, but the budget does not propose enough immediate and bold reforms to the quickly growing entitlement programs that threaten to overwhelm the budget.

Unlike their colleagues across the Capitol, the House Budget Committee refrained from undermining the federal budget process and kept Arctic drilling out of its spending plan. Sadly, they also kept out enough funding for clean water, clean air and other public health and natural resources protections, which were cut by about 10 percent.

When the Gulf War happened, spending fell immediately thereafter. You had collapse of communism, and the need for budget cuts, ... Now the budget is heavily in surplus, and the public is crying out for protection. I think you'll have sustained increase in defense spending.

The ($500,000) would be nearly equivalent to our baseball budget or our softball budget. That's how big a deal this would be.

People in Europe are tired of paying what they see as too much tax. And if you're going to get tax rates down, you're going have to cut spending somewhere. And the most obvious place to cut spending, because it's such a large part of the budget, is in social security and welfare.

At first glance, the President's mix of spending and spending cuts presents a fiscally tight budget. But, this proposal is ultimately what's wrong with Washington. The President is not being forthcoming about his budget or the booming deficit.

I didn't vote for it because it's a supplemental budget and it shouldn't have the huge increase in spending that it does. $500 million in new spending is unheard of in supplemental budget. It's unreal.

This is good news for Salem-Keizer. That's roughly equivalent to 1 percent of our yearly budget and will be considered in the budget process, which continues during the next couple of months.

Most large organizations have some sort of disaster recovery plan for their IT. But where is the equivalent HR disaster plan? If people cannot get to work and the phone system in their office has been cut off, what should they do?

Obviously, this is theory and easier said than done. Tracking every nickel is a big process and a lot of people don't do it. You can make the best budget, but if you don't track it, what good does it do? In my house, every month, we compare the actual to the budget. It's not fun. My wife hates me for it. But you have to track what you're spending.

I got a letter from the IRS. Apparently I owe them $800. So I sent them a letter back. I said, "If you'll remember, I fastened my return with a paper clip, which according to your very own latest government pentagon spending figures will more than make up for the difference."
