Unlike their colleagues across the Capitol, the House Budget Committee refrained from undermining the federal budget process and kept Arctic drilling out of its spending plan. Sadly, they also kept out enough funding for clean water, clean air and other public health and natural resources protections, which were cut by about 10 percent.

We deeply regret that some Senators are still willing to do Big Oil?s bidding, and we now turn to the House where the Arctic drilling scheme should be dead on arrival. Americans are clamoring for a clean Congress and a clean energy plan, but sadly they were shortchanged on both today.

Nancy Johnson has moved from being a quiet champion of the wilderness bill to leading the charge in opposition to the Republican leadership's effort to open the coastal plain of the Arctic National Wildlife Refuge. She has at least twice penned a Dear Colleague letter to the Budget Committee Chair and the leadership urging that they not use the budget process to advance Arctic drilling and got a dozen of her moderate Republican colleagues to join.

Jim Nussle has said that a clean budget is one of his top priorities, and he has proven that today by keeping dicey policy language that has no budgetary consequence, namely drilling in the Arctic refuge, out of the budget.

We applaud those in Congress who have refused to let drilling proponents manipulate them and the democratic process. Although there are some still willing to do Big Oil?s bidding, the drilling lobby and their allies will be hard-pressed to keep Arctic drilling in the budget knowing that it is dead on arrival in the House.

By using the budget bill primarily as a vehicle for Arctic Refuge drilling, the Senate has dropped any pretense of working to balance the budget or reduce the deficit. The Senate is treating the budget process as a joke and a special interest gravy boat.

Orchestrating a federal budget plan to allow Arctic drilling ... only serves to pay back big energy companies that have been hauling in record profits.

Those leaders who have stood strong to keep Arctic drilling out of the budget must continue to hold the line. It?s time for Congress to put this bad idea to rest once and for all and focus instead breaking our oil addiction with clean energy solutions.

We are very confident we can defeat any attempt to include Arctic drilling in any budget bill on the House side.

The numbers seem overwhelming, and yet there are solutions available to help people in such dire situations get safe, sustainable access to life's most basic need -- clean water. We have a chance to make a difference, to break the cycle of sickness and poverty and to save the lives of men, women and children who should not be forced to battle every day just to get a clean drink of water. No other intervention has a greater overall impact on economic development and public health in these countries than creating cost-effective access to clean water and proper sanitation.

The federal budget should be a statement of our national values. Sadly, the Republican budget fails that test.

The president has rejected calls to raise taxes. The (White House) Office of Management and Budget will be working with Congress to cut unnecessary spending in the federal budget to handle the concerns raised by Katrina.

[It's] backdoor budget chicanery, ... By shoehorning the Arctic refuge into the budget, they are making an end-run around the legislative process, knowing it cannot pass the Senate any other way.

The question is: what happens with our existing funding? We've already had $100 million in reductions in public-health grants in the president's 2006 budget request. Obviously, this is theory and easier said than done. Tracking every nickel is a big process and a lot of people don't do it. You can make the best budget, but if you don't track it, what good does it do? In my house, every month, we compare the actual to the budget. It's not fun. My wife hates me for it. But you have to track what you're spending.
