Some of (the young people) have been exposed to a culture that suggests that in order to have fun you need to … use mood-altering substances. They're getting those messages from hip-hop artists and many other ways. This is one of our efforts to try to counteract … those messages.

We're not just concerned about the consequences of underage drinking but also with preventing the illegal sale of alcohol to children. We liaise very closely with licensees all year round to make sure that they understand the law, and the consequences of breaking it.

In general, this indicates an endemic problem. There's a discounting of children. Robert did exactly what he was taught to do. The situation, I guess, is different than most of them. There are, I'm sure, other books with explicit material in them, but this is particularly egregious, because a book that's about comics ... and where children could look at them. There are other books that have text that's inappropriate for children, but because it's pictures, it's much more likely that children would be exposed to them.

Even one child impacted by lead is one child too many, which is why we are working on the rule to ensure that children will not be exposed to unsafe levels of lead when their homes are being renovated.
