The goal is to bring as diverse a coalition together as possible so that our side has a cohesive agenda in the states. Despite the same, tired old scare tactics of the special interests, under the governor's budget New York will continue to spend more money than any other state on providing quality health care to its citizens. If the special interests want the taxpayers to spend even more than the record amounts they already provide, then the special interests need to say which tax they would raise or what other area of the budget they would cut.

Why is New Hampshire entitled to pick the next president every four years? The answer is what makes the state so different. In no other place in the country, or perhaps the world, is the distance between the ordinary citizen and the government so short. Ordinary people determine the way our communities are governed. Everybody gets involved directly in accepting a share in the responsibility for what goes on in our towns and in the state. That constant involvement by all of us makes New Hampshire special. It's a great place to live, raise a family and do business in. It's also a great state to make peace in.

In the four years since the PATRIOT Act's enactment, a broad range of Americans have petitioned their state and local governments to protect them from unwarranted surveillance and other excesses of the federal government. Eight state legislatures and nearly 400 local and county governments have responded by passing resolutions upholding the civil liberties of their 85 million constituents, who make up one-third of the U.S. population. Such a large, powerful, and nonpartisan groundswell of people acting locally to hold their federal elected representatives accountable is unparalleled in U.S. history. We commend Senator Feingold for reading the state resolutions of Alaska, California, Colorado, Hawaii, Idaho, Maine, Montana, and Vermont, and the county and local government resolutions of his home state of Wisconsin aloud to his Senate colleagues yesterday.

More and more, we're partnering with the state to do things the state normally would have funded on a regular basis but now is requiring some private resources. It requires the state to put less money into projects and, in turn, makes it more likely to be supported.

Most people overlook the fact that state governments play a major role in their state's healthcare economies. States provide billions of dollars in Medicaid reimbursement. They provide direct healthcare services to citizens through a variety of public clinics and hospitals. And, they purchase insurance for tens of thousands of state employees. Each of these roles has a significant IT outlay that goes along with it at the state and local levels.

This state has got to start living within its means. As soon as I talk to businesses, the first thing they ask me is about the tax structure in this state. Some of these legislators in Olympia have got to realize that taxing and spending is not going to bring prosperity.

These quasi-state corporations are in fact driven by private interests while taking advantage of their state status and privileges. The state has come to serve the interests of several corporations instead of the majority of citizens.
