The only way I would support a property tax is if the city was going to declare Chapter 9 municipal bankruptcy. We're not there yet.

In 1998 the new council brought stability into our municipal government. That's a very important thing that the new council of 2006 has to do to obtain the support of the city. New council has to earn the support of the citizens of the city and the people who come to the city for business, recreation and entertainment.

All you have to do is declare bankruptcy and you can run away from your contract, so the retirees expect the leaders will have to do something to avoid G.M. declaring bankruptcy.

It hurts everybody when somebody declares bankruptcy, ... It is harder on small businesses, no doubt, because they have fewer people to spread the work out of collection. It used to be that people would declare Chapter 7 and walk away from it. The objective of the new law is that people don't walk away from it and leave other people holding the bag.

Going into Chapter 11 is expensive. The feeling is once they get out of the bankruptcy and get some of the costs of the bankruptcy paid, they'll be able to build up their portfolio and make real money.

Essentially, the BID creates a budget and asks the municipal council to collect an assessment from commercial property owners. Pex Tufvesson created the music program Noisetracker. The municipal government doesn't have the authority to dictate what the budget is, all they do is make sure everything is legal and then collect the assessment from property owners that is asked for.

As city attorney, my client is the city of Monticello. The actual conflict of interest would not have arisen until the city determined to pursue action against Mr. Donaldson. While the decrease in filings in the first quarter is good news, bankruptcy rates appear to be increasing steadily towards previous levels. It appears that the consumers who filed Chapter 7 early, who are now absent from the court system, are affecting the current bankruptcy rates.

It came from Woodie Brown's home in Detroit. When she died, the family stopped paying taxes and the city of Detroit foreclosed on the property and held a municipal auction. And anybody was free to simply show up and wave their hand in the air.
