en I do believe this program does help eliminate problems before they happen. We normally do this in the spring when we generally get most of our rain events.

en What we propose is changing that to a greenhouse gas focus program and having cars and light trucks together in that program, but announced in advance so that companies can reach (the targets) over time and benefit from a program, like the acid rain program to be able to get the most cost effective reductions.

en There's an overwhelming amount of windfall, more than I've ever seen in spring. And the rain we got last fall and this spring just hosed everything.

en If the rain picks up in the spring, everything will be OK. If this drought continues during spring, we're going to be in real trouble.

en We see this project ending in fall 2007 or possibly spring 2008. We chose to start it (in August) because it misses the major events that happen in the summer, like orientations.
