Consumers would benefit from more refinery capacity and more competition in the refinery business.

Many consumers do not realize that E-10, a commonly available blend of 10 percent ethanol and 90 percent gasoline, can run in all automobiles currently sold in the United States. In fact, all major auto manufacturers that sell cars in the United States have approved ethanol- enriched fuels. Many even explicitly recommend using ethanol for its clean- burning benefits.

It's a shame because all the pieces were in place for gas to come down even more, ... Now we have to worry about Rita blowing through an area that makes up close to 27 percent of our oil refining capacity.

As we were still in the process of assessing Katrina's impact on the economy, Hurricane Rita appears, stirring new worries of oil supply shortage in the United States.

The main difference here is that Rita didn't affect a very populated area. If it had gone into Galveston or New Orleans, we would have seen very serious damage.

The aftermath of Hurricane Katrina revealed the unthinkable cost in terms of lives and money of haphazard planning and irresolute leadership. Not putting ferries on the Bay for disaster recovery is like New Orleans not strengthening its levees, knowing a hurricane was coming. The threats to the Bay Area are well known and we must act urgently to avoid repeating this tragedy.

It is unfortunate that it takes a hurricane like Katrina or Rita to show us just how acute the problem is. Now is the time to start to correct this problem and build more refineries in the United States.

The effort to effectively restore the hurricane protection system that was so badly damaged by hurricanes Katrina and Rita last year is one of the largest and most ambitious civil works projects ever undertaken in the United States.
