To use taxpayers' money to send -- whether it's in the community or outside the community -- to organizations without getting a clear and direct taxpayer benefit, a public benefit, is wrong.

It's not really the cost of defined-benefit plans, but the unpredictability of the plans. They're captive to the volatility of the capital markets.

Things are not looking good for retirees with the collapse of the defined benefit plans. In 20 years, the only people with these plans will be government employees. Not only will we benefit from a steady stream of highly trained, intelligent graduates, but our customers and the community will benefit. It's a win-win-win.

We will move to a defined contribution system for new hires - a contribution to a 401(k) plan of three percent of salary and bonus, in addition to our match programs on the first six percent contributed - that gives employees significant flexibility and portability of their retirement savings.
