We really need to focus as much capital as feasible in rebuilding the roadway. We had a toll increase in 2004, and we had a commitment that every penny of that money would go into improvements in the road.

The concern is that the resulting increase in traffic counts on Howard Orchard Road will force the county to fund improvements to a roadway that has not been on any kind of planned improvement list.

It takes two things to sustain a company -- capital and commitment. When we started out, the commitment was high and capital was low and over time the commitment seemed to meet the capital.

We're a company that, historically, has done work on the Toll Road. We are not concerned about a private entity having control of the Toll Road.

The bottom line is that it would make the bonds very difficult to market. In some cases, where free roads are designed to take people to and from the same points as a toll road, they would use the free road to avoid the toll.

We've been looking to expand in Lincoln-Way for some time, ... There's no money from the state for capital improvements, so we asked them what can they do to assist.

This used to be just FM 1325, a little old farm road. And now State Highway 45, which is the new toll road, will run through here and actually follow the old 1325 alignment, continue across what was Louis Henna and eventually connect with State Highway 130, another toll road,

We have $120 million that has already been earmarked or tagged for the project. Some of that is Sonoma County sales tax money. It's part of the bridge toll increase that occurred on the state-owned bridges.
