We continue to believe that aggregate service provider spending in the U.S. will actually grow about 10 percent in 2001, and that our companies will report an average revenue increase of 25 percent next year. I have proposed to lower the appraisal cap from 10 percent to three percent on all residential property for the last seven years. We cannot increase a person's property tax every year at three times the rate of inflation. People cannot keep up under our current appraisal system. In just about 20 years, the average home in Texas will be valued at nearly $1 million with a $30 thousand a year tax bill. We must reign in state spending which is up 45 percent in five years.

Those national percentages are pretty reflective of (giving to) UWS. Our most productive strategy is to reach out to individuals. The greatest return is really from those individual relationships and from those individuals who make those major gifts.

Everyone on what we're working with right now does not get a 2.5 percent increase. Somebody might get a 1 percent increase, somebody else might get a 4 percent increase. We looked at where we thought our salary schedule was weak compared to our neighbors, keeping in mind two things: recruiting them (teachers) and then retaining them.

We need to increase the salaries of our teachers because we're $6,000 below the national average. And that just will not cut it.

We have seen an average increase of about 6 percent this year over last year. The growth we have seen is driving up the value of property throughout the county. Of course, you have some areas that have seen more increases than others, but just about everyone will see an increase in their taxes paid.

If you look at the university system today, USF has an average SAT entry of 1,120 to 1,150 with goals to increase that. Students are expected to come to school often with some of their initial courses already done.
