Sometimes, the (payment) rate is too high and Medicaid has to adjust the rate and recoup payments made.

The closer we can get to one rate, the easier it is to administer and the less likelihood mistakes are made. We're very much in favor of simplifying it with one rate.

Sometimes it is the number of rooms (available) and sometimes it is the rate, because we need to make sure the rate is falling in line from a value perspective. So far, the biggest stumbling block is the rate.
