We'll study this over the weekend, but initially we have concerns about the high level of bonding and the fact they've robbed the state rainy-day fund of $80 million to help pay for what they've added.

The fourth quarter was outstanding for deposit growth. We added $281 million of deposits, nearly doubling the level needed to fund our strong loan growth of $144 million. Our relentless focus on the highest level of customer service has generated customer satisfaction scores that continue to exceed 90%, well above the comparable industry average of 75%. This is invaluable in building deposits through customer referrals while also maintaining and growing long-term relationships with existing customers.

Our debt service reserve fund is $27 million. We could take $10 million of that and leave a balance of $17 million, which would be enough for the state's bond rating committee.

We've got a blueprint that basically takes care of all those needs without dipping into the rainy day fund and endangering the state's credit rating.

The first $114 million of any funds that come to the state, that will relieve the Agricultural Development Fund from any bond payments -- and the cash portion taken from the fund, we'll get that back,

I've been doing this for a long time - longer than the governor's been involved in state government. And I don't believe that using some of the rainy day fund will be any negative at all toward our bond rating or our position in financial markets because of our overall economic growth and stability.

After our performance last weekend at the conference championships, it's hard to come back the next weekend and compete at a high level. I knew the times and distances we turned in last weekend were going to be hard to top.

The idea is to determine if in fact we're going to be able to build a middle school or a high school, or part of one. Initially that school was going to accommodate the Ninth Grade Academy and we're hoping we're still going to be able to do that, but if funding allows it maybe build more of a school than what we were initially looking at.

There is not $136 million in the state emergency fund to resolve the problem.

The engineering design competition has grown tremendously in the last few years with the increased interest in robotics. The engineering aspect is a discipline that has reached down to the junior high level within the last few years. We've added a junior high level because the kids are sophisticated enough to build their own robots.

If we don't get the state's tax structure fixed, all the things I will be working for on the federal level, such as the creation of a Rural Venture Capital Fund, will not bring new business to the state.
