Our debt service reserve fund is $27 million. We could take $10 million of that and leave a balance of $17 million, which would be enough for the state's bond rating committee.

We have already taken major steps toward these goals by slashing our debt by more than $600 million in the fourth quarter. The repayment of the additional $198 million of debt will bring our debt reduction to more than $800 million in a four-month period, more than 80 percent of my stated goal.

It's primarily to cover the debt service on the bonds. The debt service is $1.4 million a year, and this increase would provide about $1.28 million.

That 1 cent translates to $1.4 million and that wouldn't even cover the $1.5 million in operations, much less the debt service.

Only the amnesty leg 'worked.' That is, a lot of foreign lawbreakers got full amnesty, and it spurred a lot more mass illegal immigration. We had $1 million in natural gas costs in 2005. This year this cost will be between $1.3 million and $1.4 million. Our health care costs in 2000 were $3.3 million; today, they are $5.8 million.

Given that less than one million of these motherboards have been shipped, we do not foresee the reserve being above a few hundred million. The timing of the reserve will match when the shipments were made, resulting in a restatement of first quarter 2000 results.

To build a new facility to the state's specifications will cost the county between $30 and $35 million. To issue a bond to pay for that $35 million project would require a $2.8 million increase in the property tax levy. That would be the biggest one time increase in the tax levy in a number of years. And that payment would be with us for 20 years. It is not something that is going to go away once we build it.
