The increase in wages is another sign that the state has rebounded from the loss of some 15,000 manufacturing jobs during the nation's recession. In 2001, the private industry average annual wage dropped from the previous year for only the second time.

In the past year, the average wage went up over 8 percent. That's a faster growth than the state of Florida or the United States. But we are still 4 percent below the average wage in the state and 19 percent below the U.S.

A state's income level is directly linked to the education levels of its residents. And we must support our schools - with real, tangible resources. There's no way of getting around that fact. And if you cut school spending during tough times, your state is going to suffer. Poverty rates will increase. Property crime will increase.

Per capita measures of income are always a little bit distorted when you talk about places like Utah or Idaho, mainly because we have substantially more children per adult. We have in Utah 50 percent more children per adult than the national average, so any per capita or per-person measure of income, we'll always be on the low side.

There's a lot of research to suggest that achievement is tied to one's own socioeconomic status. On average a low-income child is not going to do as well on average as a middle-class child. If I am a middle-class child doing well and I'm attending a high-poverty school, I'm going to do less well on average.

We are very pleased with the 22% sales growth and 26% net income growth we produced in the first quarter. Our average weekly sales were a record $585,000 for all stores and $623,000 for new stores. Eliminating state income taxes on working families with poverty-level incomes gives a boost in take-home pay that helps offset higher child care and transportation costs that families incur as they strive to become economically self-sufficient. In other words, relieving state income taxes on poor families can make a meaningful contribution toward making work pay.

Some of the pickup reflects mix shifts, with payroll growth in above-average-wage sectors accelerating relative to growth in below-average-wage sectors.
