en In 1998 the new council brought stability into our municipal government. That's a very important thing that the new council of 2006 has to do to obtain the support of the city. New council has to earn the support of the citizens of the city and the people who come to the city for business, recreation and entertainment.

The things we're talking about would cost a lot of money sustained over time and that will be difficult for the city council. The city council is not going to be able to pull a rabbit out of their hat. It's going to take voter support.
