It's not fair, ... The city needs to look at the policy.

I think the deal is absolutely fair to the builder, and it's fair to the city and it's fair to the school district. Obviously, we'd like to have the full measure of taxes generated from all the buildings in the city of Covington, but to grow, you have to offer incentives.

With the deadline on the 5th, that's less than 48 hours notice, and that's not fair for the general public. I just don't feel fair warning was given. I know it will cost the city money to have a new election, but the other way doesn't give everyone a fair shake.

Some expenditures, like the city buying flowers for sick or deceased relatives of city employees, or the city giving certain gifts to retiring city employees could be looked at as potential areas of abuse and need to be addressed in the policy. We need one set of standards for all departments.

We have stated over and over ... that Congress needs to fix this asbestos problem, and we agree with that and have supported that for a long time. If the FAIR Act is passed into law, our agreement preserves the public policy benefits that are envisioned under the FAIR Act. But if it's not enacted, we have an alternative solution.
