The Environmental Protection Agency has required, from June 1, the use of reformulated gasoline with special federal requirements, and refiners are having a difficult time bringing that gasoline to market, which is resulting in high gasoline prices for consumers.

There are concerns that a runaway California [gasoline] market could borrow some East of the Rockies gasoline and send futures higher in the next few days.

First the cash market went up, reflecting the reality of a very tight supply-demand situation. Then the futures went up, making the case this was an enduring change in energy prices.

Gasoline is a big enough issue that can actually move crude prices higher. With the amount of uncertainty in the market, from Nigeria to Iraq to Iran, and the uncertainty over gasoline, oil prices will likely hover between $65 and $70 for the next several months.

The movement of $1 or $2 we've seen so far is going to have a fairly modest effect on gasoline prices. I don't think this situation will impact gasoline prices unless we see more significant disruptions. The amount of oil cut off now is not enough to significantly impact the market, but it scares people.

Wholesale gasoline prices have dropped across the country and West Coast gasoline inventory is strong. That actually led to a slight decline in pump prices in the last few days, although overall averages are still higher than at this time last week. However, oil industry analysts expect wholesale prices to start heading up again once the more expensive summer-grade fuel starts going on the market at the end of February.

Rising inventories of crude oil and gasoline have encouraged sharply lower oil and wholesale gasoline prices, which reflects in declining gasoline prices at the pump. Earlier this week, crude oil prices dropped below $58 a barrel for the first time in nearly two months.

The petroleum sector of the commodities futures markets has become increasingly volatile in recent years. Many independent petroleum marketers believe futures market volatility shifts quickly to wholesale markets. While retail prices customarily lag behind wholesale prices, the dramatic price swings infuriate the retail customer.

Motorists have not seen the end of price increases. Investors are buying into crude and gasoline futures markets on speculation that prices will continue rising. Retail prices still have not caught up with wholesale price increases. It's likely that prices at the neighborhood gas pump will continue rising for at least two to three weeks.

The ministers noted that current high oil prices are the result of a combination of many factors, ... Principal among them are gasoline bottlenecks in some regions of the world, increased geopolitical tensions in some regions, speculation in the futures market and recent upward revisions in global demand. These factors were analyzed with a view toward finding a solution to the problem.

It's an unusual situation because the price of crude is holding its own. But the price of gasoline on the futures market has risen dramatically. The least bit of bad news sends the market into a panic.

One of the contributing factors for the gains is the fact that gasoline futures came off the highs of the day. Any sign that the wallet won't be hit so deeply by energy prices is a cause to push stocks higher.
