This is a great day. Unfortunately, it's a great day for American industry, for American politics and trade and it's a disaster for Canada for free trade and the Canadian industry.

Free trade has been very good for the Canadian industry. Canada and the United States had established a free, transparent, and competitive market in beef and live cattle.

Negotiating sugar trade in bilateral free trade agreements is a recipe for disaster for the U.S. sugar industry, and it is unnecessary.

With free trade in the offing, it makes no sense for Canada to negotiate new trade barriers, particularly one that involves quotas. Under a quota, Canadian firms would continue to lose market share to suppliers from Europe and elsewhere. And by restricting supplies and causing huge price volatility, quotas would be the worst outcome for American consumers.

Only days after we fully complied with a NAFTA decision, Canada responds by announcing huge new subsidies. Canada's actions illustrate what the United States has been saying all along: the Canadian industry is the beneficiary of subsidies that create an un-level playing field to the detriment of the U.S. industry.

We believe this is a fair and responsible contract that recognizes the contributions of our CAW work force, while enhancing DaimlerChrysler Canada's overall competitiveness. Our Canadian-built vehicles are clearly industry benchmarks, and with this agreement, our Canadian operations will make significant progress in terms of competitiveness.

So we have no problem with imports. Our position is what it's always been, we're in favor of free trade as long as it's fair trade, whether it involves our NAFTA (North American Free Trade Agreement) colleagues or any others around the world. So we're committed to maintaining full trade law enforcement.

I think it's very important to the Canadian national interest to have strong, leading global competitors in as many industries as we can. We also hope the R-CALF members will begin to understand that the Canadian industry is not a threat to their livelihood and that two-way trade benefits everyone.
