To bring the bird's population back to 1980 levels in the Southeast, some 81 million acres of habitat need to be restored, and we are working with several public and private agencies to encourage that, primarily on private lands.

There has been a dramatic decline in quail populations, and we welcome efforts by UF and other public and private agencies to restore this ecosystem in Florida and the Southeast.

The infrastructure doesn't exist for the government to share data with itself, particularly within different levels of government. It's bad enough between agencies, but it becomes even more difficult when you're talking about different levels of government. Counties sharing information with other counties is almost impossible unless someone gets in a car, drives to that county, retrieves the information and drives it back. What the private sector does very well is build the infrastructure which allows that information, which is public, to flow freely across jurisdictional and geographical lines. That's the benefit that the private sector has brought to this process.

So it turns out an only private-land preserve wasn't going to be able to meet legal (standards). The only thing that seems to work is a combination of public and private lands.

Storm Treasure is an extremely laid-back horse and will do anything you want. He's very good company for Private Vow. You want someone with enough talent that Private Vow gets something out of it. Private Vow is a much quicker horse than Storm Treasure, and obviously for the Derby we need (Private Vow) to settle more than he has. That's what we're working on and will continue to do. It's not right to think that the public's interest in protecting species should be the sole burden of private landowners. If the public, through the laws of the federal government, wants costly actions to occur on private land then the public must be willing to step up and help compensate private landowners, where appropriate, for their loss.

This proposed condemnation may be the most extreme abuse of eminent domain in the country. North Hills is trying to seize a private golf course for the purpose of creating a private 'Village only' golf course. This has nothing to do with a master plan that promotes the public good or eliminating blight...Rather, it is a naked grab for private property in an apparent effort to satisfy the private desires of a few elected officials.

Making habitat restoration part of public works projects is cheaper than eliminating the species and buying mitigation habitat at another location. With the San Pedro Project, for example, habitat restoration cost $3 million, but it would have cost $5-6 million (twice as much) to destroy the habitat and try to recreate it elsewhere.
