These large pools of potential Hispanic voters -- the unlikely to vote, and the unregistered -- could be the difference this year. We need some strong Hispanic Action in 2004. The Arab League has good connections to many parties in Iraq and can use these parties' offices and power to back up the political process. These horizons are welcomed and will witness real support from the Iraqi government.
