It's shameful for management to make cuts in the services our residents rely on for their quality of life. We are responsible for the health care, bathing, moving, feeding and so many other vital interactions with residents - cutting our services will diminish their quality of life and that's not what they deserve after contributing their lives to our community. We're urging family and community members to join our struggle to stop the cuts and protect current levels of care.

Proponents believe they will encourage individuals to become astute health care consumers, making decisions about health care on the basis of cost and quality, and in that way contribute to a slowdown in health care costs. Informed employers are looking for resources to help them make use of quality and other performance metrics that are now available. The good news is that improving the quality of health care contributes to cost reduction as well. We're calling on the Legislature to quickly pass the health care reform proposal now pending at the State House, with an employer responsibility provision. By putting a floor under employer health expenditures, the employer responsibility provisions halt the race to the bottom that leaves workers with no coverage and raises health care costs for everyone.

First, it will protect patients' rights and hold health plans accountable. Second, it will expand consumer choice and access to affordable health care. And third, it will improve health care quality and outcomes.

This is a valid public purpose. We're condemning this so residents have a grocery store within a reasonable distance of their homes.

Like many Connecticut residents, they are worried about how they are going to meet rising health-care costs for their families. I urge management at Sikorsky to resume negotiations and do everything possible to reach an equitable settlement with the people who are the lifeblood of this company. This isn't about bashing anyone — it's about trying to find reasonable ways to address what I think are understandable concerns.

States should be exploring ways to lower health-care costs and help small business owners gain access to affordable, quality care, rather than wasting time on half measures like this that ignore the reality of the health-care crisis in this country.

We look forward to re-establishing our partnership with Warren Hospital. This new agreement allows us to continue to deliver on our promise to our members to providing access to quality health care in all of the communities we serve.

Security is still the most important issue facing Washington state residents and millions of Americans - the security of having a job, of access to affordable health care, of a quality education, and of protecting our homeland and defending our nation.
