Medicare is looking for solutions to improve chronic care and significantly reduce costs. Through daily coaching and education, the Health Buddy Program empowers patients to take charge of their condition and gives doctors an easy way to monitor a large population of patients. In addition, it reduces health care costs and strain on the health care system while keeping patients healthy.

The problem is that most male adolescents don't have discussions about reproductive health-care issues when they go to access health services. So medical health-care professionals should be aware that that's something they should be talking about with their male patients -- not just their female patients.

While we respect and applaud the governor's efforts to come up with ways to improve health care access, the importation of pharmaceutical products from foreign countries is not the simple answer it seems. Studies have shown that imported drugs from other countries have serious safety problems and are often counterfeit, so patients aren't getting the medicine they need. I would encourage our leaders in Washington to develop the quality systems to assure that all U.S. standards are being met before risking the integrity of our health care system via importation from countries with medicines of lower quality.

Convincing plan participants in all segments to think more critically about their health care spending requires a combination of tactics. Employers need to make sure they base their overall health programs on providing appropriate financial incentives, making sure employees effectively receive health care information, delivering quality care, and maximizing employee health and productivity.

Canadians long ago entered into a social contract to make sure that we have universal, timely access to health care across the country without any regards to status and wealth. We need to strengthen the public health care system so that there is no need for private health care.

We applaud President Bush and his commitment to greater consumer health care empowerment. The evidence is mounting to show that informed consumers who control their own health care spending are also more likely to make better personal health care choices.

There are many disparities in health care, and this analysis has uncovered another area of concern. It is crucial that we implement or enhance systems that help protect against these disparities and improve the quality of care for all patients.
